Il 21 Giugno si è aperto il FORUM PA 2021. Il tema centrale della prima giornata è stato il ruolo della PA per la ripartenza e quali azioni avviare per abilitare una PA competente, semplice, smart e digitale. I dibattiti hanno coinvolto diversi personaggi di rilievo, tra cui il premio Nobel Joseph Stiglitz, il Ministro per la Pubblica Amministrazione Renato Brunetta e i principali sponsor dell’evento.
Lo scenario è stato aperto dall’intervento del Ministro per la Pubblica Amministrazione Renato Brunetta che ha sottolineato la grande occasione per l’Italia di attuare quelle riforme che non si è mai riusciti a fare prima, perché adesso siamo visti dall’Europa come un Paese in cui è profittevole investire.
“Dobbiamo andare oltre le tecnicalità – ha sottolineato il ministro – e cominciare a parlare di sogno. È il momento di sognare un’Italia diversa, più giusta, dalla parte dei giovani, che sappia far funzionare tanti ascensori sociali. Il sogno di un’Italia post pandemia che si ritrova nella coesione sociale. Il sogno di un’Italia in cui è bello vivere”.
A seguire un giro di tavolo ha coinvolto le aziende sponsor, tra cui WESTPOLE, sulle lezioni apprese durante il periodo della pandemia e quali di queste verranno utilizzate per la ripresa.
Il nostro President & CEO Massimo Moggi ha sostenuto l’unicità storica di questo periodo e il ruolo di precursore che l’Innovation Technology, oltre alla sostenibilità, rappresenta nella strada verso la ripresa. I due aspetti non andranno più considerati separatamente, sostiene Moggi, bensì come forze congiunte su cui porre le basi per il futuro.
Tre le lezioni apprese durante questo anno e mezzo da interiorizzare in ottica evolutiva: il valore strategico della trasformazione digitale della PA per tutto il Paese, in ottica di semplificazione, gestione e innovazione; la rilevanza dell’healthcare e la necessità di consolidare il servizio 100% public drive; la centralità che è importante offrire ai dipendenti negli ambienti di lavoro fisici e non; la fruibilità del cloud come pilastro prevalente dell’Information Technology.
Punti di vista trasversalmente condivisi anche dagli altri sponsor (DXC, Dedagroup, Salesforce, Dell e Vodafone) che hanno inoltre evidenziato la consapevolezza acquisita sull’importanza dell’ICT all’interno delle aziende che operano nel settore pubblico e nel privato.
In apertura della seconda tavola rotonda, un intervento di particolare rilievo è stato quello del premio Nobel Joseph Stiglitz, che ha sottolineato come la pandemia abbia fatto emergere tutte le modalità in cui la nostra società ha e non ha funzionato. I governi adesso devono quindi concentrarsi su nuove politiche di spesa, in particolare quella per le infrastrutture, fondamentale per la transizione ecologica, per il trasporto pubblico e ovviamente per la trasformazione Digitale dei Paesi.
Nell’ ottica di creare una migliore e più efficace PA, ha aggiunto Stiglitz, dobbiamo avere un’idea chiara dei processi attraverso i quali il settore pubblico opera e quali invece sono gli impedimenti che lo stesso affronta quotidianamente. In tal senso, la digitalizzazione rappresenta un’opportunità, perchè offrirà sempre più nuovi strumenti che ci consentiranno di ripensare al modus operandi della PA e risolvere via via i diversi punti di caduta, come ad esempio la trasparenza.
Il next step sarà dunque quello di offrire al cittadino punti di riferimento digitali che siano chiari, facili da utilizzare ed efficaci, in ottica di un’ “Interoperabilità” in cui il dato rappresenti “l’unica origine delle verità”. In tal senso, un primo risultato positivo è stato già raggiunto con il piano nazionale di vaccinazione.
In conclusione, rispetto al ruolo delle imprese ICT nel costruire una partnership solida tra pubblico-privato in ottica di innovazione della PA, lo stesso Moggi ha posto l’accento sulla velocità di execution sia nel Green che nel Digital. Velocità che non vuol dire aver fretta, ma rendere più snelli ed efficienti i processi di sviluppo, ragionando per singolo progetto e valorizzando la centralità delle competenze di chi lavora in questa direzione.

The scenario was opened by the speech of Renato Brunetta Minister for Public Administration, who stressed the great opportunity for Italy to implement those reforms that have never been able to be done before, because now Italy has seen by Europe as a country in which it is profitable to invest.
“We must go beyond technicalities – the Minister stressed – and start talking about dreams. It’s time to dream of a different Italy, fairer, on the side of young people, that knows how to make many social elevators work. The dream of a post-pandemic Italy that finds itself in social cohesion. The dream of an Italy in which it is beautiful to live”.
Following a round table discussion involved the sponsoring companies, including WESTPOLE, on the lessons learned during the pandemic period and which of these will be used for recovery.
Our President & CEO Massimo Moggi argued for the historical uniqueness of this period and the pioneering role that Innovation Technology, as well as Sustainability, represents on the road to recovery. The two aspects should no longer be considered separately, Moggi said, but rather as joint forces on which to lay the bases of the future.
Three are the lessons learned during this year and a half to be memorized from an evolutionary point of view: the strategic value of the digital transformation of PA for the whole country, with a view to simplification, management and innovation; the relevance of healthcare and the need to consolidate the 100% public drive service; the centrality that it is important to offer to employees in the physical and non-physical work environment; the usability of the Cloud as a prevalent pillar of Information Technology.
These points of view were also shared by the other sponsors (DXC, Dedagroup, Salesforce, Dell and Vodafone) who also highlighted the importance of ICT within companies operating in the public and private sectors.
Joseph Stiglitz, Nobel Prize winner, opened the second roundtable and stressed how the pandemic has brought to light all the ways in which our society has and has not worked. Governments have to focus on new spending policies, in particular for infrastructure, essential for the ecological transition, for public transport and of course for the digital transformation of countries.
In order to create a better and more effective PA, added Stiglitz, we must have a clear idea of the processes through which the public sector operates and which are the constraints that it faces on everyday. In this sense, digitization represents an opportunity, because it will offer more and more new tools that will allow us to rethink the modus operandi of the PA and gradually resolve the different points of failure, such as transparency.
Therefore, the next step will be to offer citizens digital points of reference that are clear, easy to use and effective, with a view to “Interoperability” in which data represents “the only source of truth”. In this sense, a first positive result has already been achieved with the national vaccination plan
In conclusion, about the role of ICT companies in creating a solid partnership between public and private, Moggi has emphasized the speed of execution both in Green and Digital. Speed that does not mean being in a hurry, but making the development processes more streamlined and efficient, reasoning by individual project and enhancing the centrality of the skills of those working in this sense.
